A citizen is someone who takes part in the society that they live in, either socially, through their community or politically.

Active citizenship generally means abiding by the laws, paying taxes, being part of the economy by working and voting in elections. Citizenship is taught as a subject in some schools or is sometimes called Personal and Social Education.
